RESUMEN.
Este trabajo analizó el desempeño económico de la cadena exportadora de carne vacuna de Uruguay mediante el método de la matriz de análisis de políticas (MAP). Se cuantificaron los efectos de las políticas públicas (impuestos, subsidios, cargas sociales) y las eventuales fallas de mercado que afectan los distintos eslabones, estimándose las potenciales transferencias de recursos, desde o hacia la cadena. Primero se computaron los ingresos y costos en los distintos eslabones considerados: producción, transporte, procesamiento y empaque. Se calcularon los beneficios privados y sociales en toda la cadena, desde el establecimiento ganadero hasta el puerto. Los resultados mostraron un beneficio global de
985,5 US$/ton de carne vacuna procesada para el año 2010. Los agentes privados involucrados en la cadena capturaron el 30% de este valor, dejando sobre la mesa 691US$/ton, en forma de transferencias netas hacia otros sectores de la economía. A nivel global, la transferencia directa de recursos vinculada a la tributación estaría explicando el 29,2% de las divergencias. El peso de las cargas sociales representó 30,3%, en tanto que las ineficiencias en el costo del capital y el costo país ayudarían a explicar el restante 40,5%.

SUMMARY.
This research analyzed the economic performance of the Uruguayan beef export chain using the policy analysis matrix (PAM) method. It quantified the effects of public policies (taxes, subsidies and social security costs) and potential market failures affecting the different rings of the production chain. The potential transfers from and towards the chain were estimated. First, all revenues and costs were computed for each ring of the beef industry: primary production, transportation, and packing. In the second stage, private and social benefits were estimated, from the farm level up to the port. The results showed that global profits generated during 2010 by the beef export chain reached 985.5 US dollars per metric ton of processed beef. The private agents involved in this chain captured 30% of this value, leaving on the table 691 US dollars per metric ton, in terms of net transfers
towards other sectors of the economy. At the whole chain level, the direct transfer of resources due to taxation explained 29.2% of the differences. The weight of the social security costs represented 30.3% while the inefficiencies in the cost of capital and the «country» cost helped to explain the remaining 40.5%. MenosRESUMEN.
