Abstract: As most developing countries, the Uruguayan economy has been focused in the manufacturing of agricultural products, that is, in agro-industries. In our case, basically food, textiles and leather, while forest activities and its manufacturing have received only recently some attention. At the end of the 80?s a national law aimed to promote forestation was implemented. This law has have as a result a substantial increase (90%) in the forested area in less than a decade. Nowadays, when a massive crop of the forested area is beginning, it is nevertheless evident that there has been a lack of policies targeted to increase the quality and value added of the forest products. The objective of this work is to analyse what has been called the forest complex, paying special attention to the results derived from the Forest Promotion Law, as well as to policies regarding research, transfer of technology and innovation at the level of that complex as a whole. The methodology employed is based on the analysis of secondary information from various sources, and in-depth interviews to actors located at the different phases of the complex. In the first part of the work we present the main features of the forest sector, the social actors and institutions related to it, as well as the main policies implemented for the development of the complex. In the second part we analyse the Finnish case and compare both complexes. We finally present some preliminary conclusions.
Our main finding is that there has not been a harmonic development of the complex. While there has been an important increase in the forested area and in wood production -as well as a slight rise in the related employment - there is still a lack of significant increases in quality and value added in the sector. This can be attributed to the lack of a thorough foresight and to a weak co-ordination between policies aimed to promote production and those directed to build technological capabilities.
